First of all you have to find the email ID or contact information of the person from the contact me page and you need to send a formal mail and tell the scraper about the illegal matter and request him to remove the article.

If the scraper is making money from your article then you feel free to contact Google and report them about the illegal activities by the scraper.

You should also contact with the web hosting company of the site and report about the illegal activities by scraper.If the web host found the site is involved in such an activity then it could be possible that whole site would flagged by Web hosting company.

If anyone need to copy the content of other post the you should give proper credit to the writer and before that take prior permission of the writer by mailing them.This would add the value to your blog.
